Our Functions
- Monitoring and controlling industrial activities to ensure compliance with environmental standards and guidelines of the Agency;

- Monitoring of packaged water facilities to ensure safe water production;
- Advocacy/sensitization of market men/women through pollution prevention approach;
- Carrying out environmental sanitation exercise every last Thursday of the month on all industrial facilities and markets;
- Sampling of water, air and noise at all industrial visits to ascertain compliance;
- Visits to filling stations for data assessments and inventorization of Petroleum Products Underground Storage Tanks (UST);
- Inspection of Environmental Management Plan (EMP) to Iron and Steel facilities within Lagos State;
- Industrial visits to eateries, hotels, bakeries and agricultural outfits (large scale) to ascertain level of compliance to regulatory standards;
- Participating in World Environment Day Celebration every 5th day of June, annually.

MANDATE – NOISE POLLUTION CONTROL
Section 199, Sub-Section K, L, M.
The Agency (LASEPA) shall have power to make regulations on:
(K) Noise standard for any product or class which emits noise capable of adversely affecting the public health or welfare.
(L) Noise standard for any product or class which is sold wholly or in part on the basis of its effectiveness in reducing noise.
(M) The Agency shall have power to make regulations on noise pollution standards in any residential, religious, commercial, industrial or any other premises with a view to controlling the psychological and physiological effects of noise on human and the effects of noise on domestic animals, wildlife and property.
(N) Procedure for application for permit under part vi.

- Investigate and resolve public complaints/disputes on noise pollution from industrial, commercial and residential areas of Lagos State.
- Mediate on environmental disputes between complainants and respondents
- Constant sensitization of the public on noiseless Lagos to reduce noise prone activities within respective environment (residential, commercial and industries using noise pollution prevention techniques.
- Enlightenment comparing on pollution prevention within the 57 local government areas/LCDA on the state.
- Represent the agency at inter-ministerial meeting on matters bordering noise pollution control.

- Inspection and Monitoring: Conduct routine inspections of industrial facilities, commercial establishments, and construction sites to ensure compliance with environmental regulations.
- Enforcement Actions: Take appropriate enforcement actions against violators of environmental laws, including issuing citations, fines, and stop-work orders.
- Investigations: Investigate complaints and reports of environmental violations, gathering evidence and documentation to support enforcement actions.
- Public Education and Outreach: Educate the public on environmental regulations and the importance of compliance through workshops, seminars, and outreach programs.
- Compliance Assistance: Provide guidance and assistance to businesses and individuals to help them understand and comply with environmental regulations.
- Permitting and Licensing: Review permit applications for activities that may impact the environment, ensuring that proposed projects meet regulatory requirements.
- Emergency Response: Respond to environmental emergencies such as chemical spills, fires, and hazardous material releases, coordinating with other agencies to mitigate the impacts.
- Enforcement Coordination: Collaborate with other government agencies, law enforcement, and environmental organizations to coordinate enforcement efforts and share information.
- Policy Development: Participate in the development of environmental policies and regulations, providing input based on enforcement experience and expertise.
- Enforcement Training and Capacity Building: Provide training programs and capacity-building initiatives for LASEPA staff and other stakeholders involved in environmental enforcement, ensuring that personnel are equipped with the necessary knowledge and skills to effectively enforce environmental regulations.

Our Functions
- The department keeps the Agency abreast of the latest development in environmental management.
- In addition, the department has the responsibility of preparing the Agency’s annual budget. It also requests for all technical reports so they can be reviewed.
- These reports include but not limited to Environmental Impact Assessment (EIA)Reports for new projects, Environmental Assessment (EA) Reports for existing facilities, Environmental Audit Reports (EAR) for appraising facilities’ environmental compliance and Post Impact Assessment (PIA) for impacted areas for both private and public establishments.

Chemical & HMM Department aims to enhance monitoring and regulation of hazardous materials, establish a comprehensive waste generator database, conduct inventories of persistent organic pollutants, develop legislation for safe handling, regulate chemical retailers, issue permits/licenses, ensure safe disposal of materials, and monitor and investigate chemical spills in compliance with environmental laws.
